European External Action Service (EEAS) – EU Delegation in Moldova

Andrei I. Cursaru is the Political Officer and Attaché at the EU Delegation in Moldova as part of the European External Action Service (EEAS) where he is analysing, monitoring and reporting on the overall situation and developments in Moldova, including at regional level and in political relations with the EU and Member States;

Andrei is further developing briefings and analsyis on national politics and local events in Moldova, political, socio-economic country forecasts, reform processes, management of the transition, international, regional or bilateral issues in all relevant sectors, country foreign policy, governance, rule of law & democracy;

Furthermore, Andrei is developing contacts with national authorities in Moldova, line Ministries and Institutions, politicians and other local and national stake holders, including civil society organisations, with representatives of the EU Member States’ diplomatic missions, other main partners and regional organisations, with the EU and local business chambers and associations;

Moreover, Andrei is explaining, specificing, defending the EU positions & policies to the domestic audience, particularly politicians, press, business, civil society organisations and academics;

Lastly, Andrei is organising activities of press and information, including the organisation of visibility/cultural events.

Centre for Youth and International Studies (CYIS)

Andrei I. Cursaru is the founding President and Chair of the Board of the Centre for Youth and International Studies (CYIS).

He is responsible for the growth of the Center to be one of the world’s leading organisations to provide facts and analysis on future global security, development and humanitarian threats.

Andrei  guides the overall research and operational objectives of the Centre to expand the capabilities of the Politico-Military, Economic-Environmental and Humanitarian Dimension.

He is in charge of establishing long-lasting partnerships with public and private stakeholders to enhance the network and reach of the Centre.

NATO Supreme Headquarters Alliance Europe (SHAPE)

Andrei I. Cursaru was a Civil-Military Resilience Expert at the Civil-Military Cooperation (CIMIC) Plans and Operations Branch where he developed indicators for the strategic and operational level based on the CEPC 7 baseline requirements;

Andrei supporter during his appointment the development of J9 CIMIC Analysis and Assessment Capability. For this development, Andrei drafted strategic and operational indicators and created an indicator catalogue. He further collected CIMIC Assessment products related to J9 from the Tactical/Operational and Strategic level;

In addition to this, Andrei facilitating working groups to understand and refine assessment frameworks and liaised with ACO community to seek support and approval of the indicators.

NATO Allied Command Transformation (ACT)

Andrei I. Cursaru was the Warfare Development Scenario Analyst at NATO ACT, developing proposals for how to broaden engagement with academia through strategic events, high-level symposia, seminars, conferences and staff coordination in support of SACT’s priorities for Warfare Development and for NAC/MC engagements.

He was the former Special Advisor to the Supreme Allied Commander Transformation (SACT) for NATO-EU cooperation, Resilience and China.

European Commission

While at the European Commission Andrei I. Cursaru  worked towards the finalization of the 2020 – 2024 Strategic Plan (SP) which takes into account the overall objectives that IAS helps the European Commission achieve to increases public confidence in the European Union as well as assess the risks of the ongoing and evolving political process.

As the Conference & Careers Coordinator, he led a team of 24 individuals who have organised the the EU Job Fair set for June 2020 together with inter-institutional partners at the European Parliament and European Commission in Brussels and Luxembourg for over 1,030 participants.

He further provided  leadership and general assistance in the Traineeships Office within a team of three to the October 2020 traineeship session.

International Institute for Strategic Studies (IISS)

Andrei I. Cursaru worked towards the coordination, bookings, and delivery of the IISS Conflict Briefings, report launches, press briefings, Conflict Security and Development Programme (CSDP) roundtable discussions, videos, monthly newsletters and policy briefs, to promote internal data resources.

He has further contributed to other pieces of research taking place within the CSDP team related to the study of conflicts, conflict dynamics, peace, and urban security issues within the larger remit of the CSDP agenda.

Lastly, he has supported research and contributing to the forward planning of new CSDP content and branding of all conflict briefings, reports, press briefings, CSDP roundtable discussions, monthly newsletters and policy briefs.

Political Affairs and International Security (PAIS)

Andrei I. Cursaru worked towards the completion of the manuscript “Closing Pandora’s Box: The Political Economy of Nuclear Waste” which tackles what we should do with High-Levell nuclear waste and the political dynamics of geological disposal.

He gathered and collected qualitative and quantitative data, with focus on the Olkiluoto deepgeological repository and the surface repository at Borssele.

He has furthercontributed to wider research on contemporary sources of nuclear waste productionboth in the military and commercial sector.

Organization for Security and Co-operation in Europe (OSCE)

In 2018 Andrei I. Cursaru worked at the Organization for Security and Co-operation in Europe (OSCE) in Vienna, contributing with the evaluation of project reports, with a deep focus on the analysis of the qualitative data, for the Executive Gender Coaching Programme.

Organization for the Prohibition of Chemical Weapons

At the Organization for the Prohibition of Chemical Weapons (OPCW), in The Hague, Andrei I. Cursaru  managed the organization’s social media quantitative data.

His biggest achievement at OPCW was the drafting of the Digital Diplomacy Strategy Project Plan (DDSPP), which created an outline that proved to be invaluable for the improvement of social media campaigns.

The Comprehensive Test Ban Treaty Organization

While working at the Preparatory Commission for the Nuclear-Test-Ban Treaty Organization (CTBTO) in Vienna, Andrei I. Cursaru have played a key role in organizing together with my colleagues the International Day against Nuclear Weapons that has been very well received by UN staff members and visitors, learning more about the closure of the Semipalatinsk Nuclear Test Site.
